Deposit Collections
The Oshawa Public Libraries offers on-site collections at:
- Nursing homes in Oshawa to assist our senior citizens living in these locations. These collections are composed of Large Print and audiobook materials. They are rotated at least 2 (two) times a year.
- Group Homes to provide materials to children and teens. These collections are composed of materials for children and teens, such as graphic novels, picture books, and chapter books.

CELA (Centre for Equitable Library Access)
Oshawa Public Libraries offers access to the Centre for Equitable Library Access (CELA) for those who have difficulty reading print due to a visual, physical, and/or learning disability. This service provides access to the CELA Digital Library and the Children’s Discovery Portal, Canada’s largest collection of alternative format books and online resources. Some restrictions do apply.

How does it work?
Items requested from the CELA library by eligible customers will be delivered and available for pick-up at any branch of the Oshawa Public Libraries. The loan period for these items is three (3) months.
Who qualifies for the CELA Program?
Anyone who is print disabled because of blindness, visual impairment, physical disability and/or learning disability in accordance with the definition provided for "perceptual disability" in Section 32. (1) of the Canadian Copyright Act qualifies.
"Perceptual Disability" means a disability that prevents or inhibits a person from reading or hearing a literary, musical, dramatic or artistic work in its original format, and includes such a disability resulting from:
- Severe or total impairment of sight or hearing or the inability to focus or move one's eyes
- The inability to hold or manipulate a book
- An impairment relating to comprehension
Libraries will need to ensure that access to the CELA Program is provided only to patrons who have a perceptual disability.
